I always restart prior to downloading any software, then wait till end of the installation (usually when asked) to restart.
ignore the point below that says it's sorted as it has stopped!
So, tried again today to d/l iCloud for Windows as Windows 10 has recently updated to say iCloud is now fixed. But having same problem as above in original question.
I have since deleted any downloads awaiting installation, 'repaired' any Apple software in Control Center and still it freezes!
During the uninstall/reinstall, did you restart?
